Emphasize your concern for their best interests, and be positive when describing the benefits of a move. Enlist the support of a doctor, social worker or clergyman if that helps. Include your parents in the decision. Take a tour together at a time of day when they are less fatigued and more receptive. Alert the team if your parents are struggling with the idea of a move so they can offer support.
